BIBB reinforces its role in Indonesia as an internationally recognised centre of excellence for vocational education and training
On 12 June, BIBB President Friedrich Hubert Esser gave a keynote address in Jakarta at the invitation of the Indonesian Ministry for Economic Affairs and the German Agency for International Cooperation (GIZ). The speech formed part of an international VET conference.
How can modules of the German dual VET system be transferred to the Indonesian context? BIBB accompanied a high-ranking delegation from Indonesia to a training centre in Berlin to discuss this question.

Invited by the Georgian Ministry of Education and the German Embassy in Georgia, BIBB Head of Department Birgit Thomann formed part of an international expert group discussing global trends in vocational education and training and their applicability to Georgia.
The BIBB will advise the National Institute for Employment and Vocational Education and Training of the Republic of Uruguay on the introduction of training structures.
Expertise from BIBB for a new Costa Rican Vocational Training Act
A twelve-strong ministerial delegation from Costa Rica visited the BIBB. Detailed specialist discussions, in which BIBB President Esser took part, supported the debate surrounding a new Vocational Training Act for the Central American country.
BIBB will advise Iran on planned VET reforms. The relevant ministries signed a Memorandum of Understanding on future German-Iranian vocational education and training cooperation at a workshop in Teheran which BIBB helped to organise.

Cooperation agreement between GIZ, BIBB and NIVT prolonged

One the trail of dual vocational education and training - Latin America in Berlin
Over two days, the BIBB led their cooperation partners from Paraguay and Colombia on a tour through Berlin to various stakeholders involved in dual vocational education and training. This study visit enabled the BIBB to support both countries in the introduction of country-specific dual training.

Dual VET – how do companies and vocational schools do it? The delegation from the Mexican BIBB partner institute CONALEP came with many questions about how dual VET is implemented. Over four days they had the chance to pose these questions to practitioners and to visit training centres.
Reform of vocational education and training in Indonesia
The vocational education and training sector in Indonesia is undergoing reform. The BIBB and other German stakeholders involved in vocational education and training will advise Indonesia on the implementation of their reform project.
In Paraguay, around 50 trainees will receive training in accordance with dual standards in the areas of electrical engineering and metal working starting in April 2018. Since 2016, BIBB supports Paraguay with developing and implementing the Paraguayan model of dual education and training "MoPaDual".
"The long-standing exchange with the South Korean partner institute KRIVET is a good example of successful international collaboration beyond European borders", emphasized BIBB Research Director Ertl on the occasion of the signing of a new cooperation agreement.

The importance of the Vietnam TVET Report as a policy advisory instrument was emphasized at a meeting with the National Institute for Vocational Education and Training (NIVET), experts from BIBB and GIZ “Programme Reform of TVET in Vietnam” during a week-long mission and coaching session in January.
The Vietnam TVET Report 2015 is the fourth report that provides information on VET activities in Vietnam. While the report reflects multi-dimensional issues of vocational education and training activities, it focuses on the development of high quality TVET institutes in the system.
Spotlight on VET – BIBB YouTube channels offer a wide range of films
With the new information film "Dual vocational training in Germany" which is available in 11 languages, BIBB broadens its range of videos available on YouTube. In 2017 the BIBB added more than 30 new videos on vocational education and training.
Greater involvement of business in vocational education and training in Thailand was the central theme of the "Industry 4.0 and the impact of VET" event organised by the BIBB and DIDACTA Association at the Worlddidac Asia 2017 in Bangkok.
Following the invitation of BIBB, representatives from partner institutions and VET experts from the Asia-Pacific region got together for the BIBB Asia-Pacific Networking Meeting 2017 in Nanjing, PR China on 19-20 October 2017.
Dual vocational education and training in Germany and Switzerland
Many common issues, partly different solutions: The partner institutes BIBB and SFIVET have continued their long-standing cooperation with an expert workshop. Topics among others: Digitalisation in vocational education and training and its attractiveness.

Education specialists meet for EduTECH Asia in Singapore
EduTECH Asia, which took place from 8 to 10 November in Singapore, is Asia’s largest education conference and technology exhibition. The BIBB, represented by Head of Department Birgit Thomann, used the opportunity to draw international attention to the importance of in-company training personnel.
A delegation from New South Wales/Australia, led by Deputy Premier Minister Hon. John Barilaro MP entered into dialogue with BIBB, represented by Prof. Dr. Hubert Ertl. The guests were particularly interested in the central governance structures of vocational education and training.
During a seven-day study visit in Bonn, a Vietnamese study group from NIVT worked with BIBB experts on a wide range of topics in the field of vocational education and training. This visit is part of a long-standing and fruitful cooperation between the two partners.

The 4th KRIVET International Conference on Apprenticeships
At the conference, international experts shared their knowledge and country experiences, highlighting the recent trends of apprenticeships particularly related to Industry 4.0 and strategies for the future industry. The BIBB was invited to present ongoing research projects on VET 4.0 in Germany.
During a visit to the Upper Secondary School Centre for Construction Engineering at the Knobelsdorff School in Berlin, French Prime Minister Édouard Philippe was able to obtain detailed information about vocational education and training in Germany.
The aim of the German-English Glossary of VET terminology is to assist VET experts with the understanding and translation of specialist texts and thus facilitate communication at an international level. The third edition is now available as print product and for download.
Vocational education and training for "Thailand 4.0"
The Thai government are prioritising vocational education and training in their “Thailand 4.0” strategy in support of the economic and social modernization of the country. At the “TVET for Thailand 4.0” conference, the BIBB presented findings on the situation relating to IT occupations in Germany.
Dual education and training in Paraguay is a key political priority
There is great political support in Paraguay for the introduction of dual education and training based on the German model (MoPaDual). This is furthering the creation of the general institutional framework. BIBB and Paraguayan VET stakeholders have successfully developed foundations for MoPaDual.

Paraguay wishes to introduce dual VET based on the German model
Paraguay has become BIBB’s fifth South American partner country. A project to implement “MoPaDual”, a Paraguayan model of dual training, was officially launched on 8 December 2016 to coincide with the signing of the cooperation agreement. BIBB will provide consultancy services for two years.
Launching of the Cost-Benefit Study on Dual Training System in the Philippines
The first Cost-Benefit Study on Dual Training System in the Philippines, supported by BIBB has been launched. The study reveals that costs and benefits for firms, per trainee per month, differ in regard to firm size, sector, region and duration of Training.
From 19 to 22 October, educational experts met for the 2016 ISMTEC in Bangkok, Thailand. The theme of this year’s event was “Preparing a Workforce for the Future”. In her keynote speech, Birgit Thomann provided an insight into opportunities and prospects in technical occupational fields in Germany.
Vocational education and training cooperation with Columbia extended for four more years
The aim is that the new cooperation agreement will act as a basis for the firm establishment of the Columbian dual training model in legal and institutional terms with the help of consultancy services from BIBB. One important foundation in this regard is the “2015-2018 SENA Strategic Plan”.
3rd International Conference on Apprenticeship Training in Korea
International VET experts met for the conference “Why do governments promote apprenticeship?”, staged at the Korean Institute for Vocational Education and Training (KRIVET), in September. The purpose of the conference was to discuss the Korean dual system of vocational education and training.
BIBB in partnership with K to 12 Plus Project, Technical Education & Skills Development Authority and the Philippine Chamber of Commerce and Industry conducted its first TVET Monitoring Workshop with the goal of improving the current monitoring system of TVET in the country.

On 6 and 7 June 2016, sixteen experts from several European countries and Japan met for a workshop at the Federal Institute for Vocational Education and Training to network on an ongoing research project looking at company dual training strategies in international comparative terms.
Vocational education and training cooperation with Thailand extended
In order to expand regional air transport, Thailand requires skilled workers. The cooperation agreement between BIBB and its Thai partner institutes OVEC and TPQI has been extended with the objective of helping to cover the requirement for skilled workers in the field of aircraft maintenance.

As part of a five day study visit, on 2 June Palestinian representatives from the areas of VET policy making and business met with experts from the Federal Institute for Vocational Education and Training (BIBB) to find out about the German dual system of vocational education and training.
The annual TVET Report Viet Nam is the result of a successful trilateral cooperation between NIVT, GIZ and BIBB. Key topic of the 2015 Report are Centres of Excellence. At a workshop in Hanoi, representatives of the BIBB shared expertise on inter-company vocational Training centres in Germany.
The Brazilian National Service for Industrial Vocational Education and Training (SENAI) is planning to extend its provision of vocational education and training. The Intention is to update the statutory framework for VET in Brazil. The BIBB was asked to support this process in an advisory capacity.
BIBB Research Director Reinhold Weiß and Alberto Lopez, Director of the Research Centre for Employment and Qualifications (CÉREQ), renewed the cooperative arrangement which has been in place since 2006.

Further development of Mexican model of dual education and training
Pilot projects in education and training have been running in Mexico under the Mexican model of dual education and training (MMFD) since 2013.The MMFD is based on the system of dual education and training in Germany. Mexican and German stakeholders will continue to develop the MMFD together in 2016.
Initial results from the cost-benefits survey on the Philippines
The first results from a survey of the costs and benefits of company-based training on the Philippines were presented at the 3rd Regional VET Conference in Laos and at a Stakeholder Workshop in Manila. They were met with considerable interest and were the object of controversial discussion.

The German Commission for UNESCO (DUK) welcomes the United Nations Education and Training agenda for 2016 - 2030. Among the challenges facing all countries are specified as the removal of inequality and the need to drive forward inclusion.
Participation in an international conference staged in conjunction with the 2015 WorldSkills in São Paulo afforded Professor Weiß an opportunity to conduct discussions on cooperation agreements and on the development of areas of expertise in vocational training with experts from all over the world.

Philippines start reform of vocational education and training system

Continuation of successful trilateral co-operation in Vietnam
As a result of their successful co-operation, the BIBB, the German Society for International Co-operation (GIZ) and the Vietnamese partner institute National Institute for Vocational Training (NIVT) are extending their trilateral activities in the field of vocational education and training.
The German-Portuguese co-operation in the field of vocational education and training is making headway, BIBB President Esser and the Portuguese Ambassador to Berlin Sampaio agreed during a meeting at the BIBB.
High-ranking representatives from the Mexican vocational education and training system have met for talks on cooperation within the project "Further development of the Mexican dual VET model (MMFD)". This is the first stage of a "dialogue of equals between the state and trade and industry".
