Advisory project in Ethiopia
The Ethiopian government wants to improve the income and employment situation in the country, particularly for young people.
To this end, they want to make vocational education and training (VET) more needs-oriented. Germany and the European Union are supporting the Ethiopian government in this project. BIBB is advising on the core elements of dual VET.
Advisory service (December 2023 to the end of October 2024)
The Ministry of Labor and Skills (MoLS) regulates VET in Ethiopia.
Following a study visit by an Ethiopian delegation to BIBB in Germany at the beginning of 2023, it was agreed to carry out an advisory project. From December 2023 to the end of October 2024, BIBB advised MoLS in the project Advising the Ministry of Labor and Skills (MoLS) on vocational education and training systems on behalf of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
The Sustainable Education and Training Program III (STEP) of the German Federal Ministry for Economic Cooperation and Development (BMZ) provided the framework for the advisory services. This program is co-financed by the European Union (EU)
The advisory services included three work packages:
- supporting the Ethiopian MoLS/Government in modernizing VET
- advice on the governance of VET with focus on the active involvement of the private sector, and
- capacity building for stakeholders in VET
The target group of the third work package were stakeholders from the government, the private sector and school and company-based VET staff.
The main topics were:
- management of VET (financing models),
- research in VET (cost-benefit analysis, data report)
- modernization of VET (including development of occupational standards and qualification of VET staff)
- current challenges in VET (inclusion/mainstreaming digitalization in VET)
Follow-up project 2025 – 2027
The inclusion of the private sector in the VET system remains a challenge even after the conclusion of the first project and requires special consideration. The cooperation between BIBB and MoLS will be continued in a follow-up project. The focus will be on developing a governance structure and the legislation to ensure the continued future involvement of the private sector in VET.
