Qualification of training supervisors – Successful German-Portuguese co-operation

The German-Portuguese co-operation in the field of vocational education and training is making headway, BIBB President Esser and the Portuguese Ambassador to Berlin Sampaio agreed during a meeting at the BIBB. Now, also Portugal's experience regarding the validation of non-formal and informal learning will be given greater attention.

BIBB President Prof. Friedrich Hubert Esser had invited the Portuguese Ambassador to Berlin, Luís de Almeida Sampaio, to attend this bilateral meeting in Bonn. Three years after the conclusion of the Berlin Memorandum in 2012 both gave a positive summary. They agreed that the pilot project for "Developing a qualification programme for in-company training supervisors" in co-operation with the Portuguese Education Ministry (MEC), the Portuguese Employment Agency (IEFP), the Portuguese Qualification Authority (ANQEP) and the German Chamber of Commerce Abroad in Lisbon (AHK) constitutes an important contribution towards ensuring the quality of in-company vocational education and training in Portugal and that it demonstrates how synergies can be put to use through co-operation.

The pilot project was funded by the BMBF in the context of the German-Portuguese GOVET working group and was supported by the BIBB contributing its research know-how.

Now, said Ambassador Sampaio, other stakeholders should be included in the bilateral working and discussion process to further improve co-operation. Both Sampaio and Esser emphasised that both sides expressly desire the continuation of the German advisory support provision and the prolongation of the memorandum.

At the same time, the BIBB President welcomed the exchange planned for this year regarding Portugal's experience in the field of validating non-formal and informal learning.
