Colombian partner institute seeking to launch a further pilot project

Colombia is looking to embark on a further pilot project in dual vocational education and training based on the German model. The Servicio Nacional de Aprendizaje (SENA) wishes to strengthen its training commitment in the media sector. BIBB supports its partner institute at the Cartagena Film Festival.

BIBB’s Colombian partner institute, the Servicio Nacional de Aprendizaje (SENA), has been conducting pilot projects in dual vocational education and training based on the German model in a total of five economic sectors since 2013. The sectors involved are the automobile, textile and food industries, the aviation branch and agriculture/poultry farming. SENA’s aim now is to strengthen its training commitment in the media sector by launching a pilot project.

In its capacity as the country’s main training provider, SENA invited a number of experts to take part in discussions within the scope of the programme of events at the Festival Internacional de Cine de Cartagena de Indias (ficci). The topics addressed were “training in the media sector” and “prerequisites for professional success in the media context”.

BIBB delivered a presentation on “Dual training in the occupations of audiovisual media clerk and audiovisual media producer” and was on hand to respond to questions posed during a subsequent panel discussion entitled “Foro Formacion Dual”.

The topic of dual training attracted considerable interest from participants. During and after the panel discussion, around 100-150 students, pupils and producers asked numerous questions. There was repeated emphasis of the benefits which accrue for school pupils and students who are able to gather practical experiences alongside their theoretical training.

SENA believes that the film festival has enabled it to take another step towards achieving its objective of launching a further pilot project. The festival took place in Cartagena de Indias, Colombia, from 1 to 6 March 2017.

The Federal Institute for Vocational Education and Training (BIBB) and SENA have been collaborating on the basis of a cooperation agreement since as long ago as 2011. The objects of previous cooperation have been the establishment of research competences within SENA and the introduction of dual training based on the German model. Main thematic focuses thus far have been VET reporting, the costs and benefits of company-based training and the legal framework governing vocational education and training in Colombia and Germany. A new cooperation agreement for a further four year term was signed in 2016. The “2015-2018 SENA Strategic Plan” firmly establishes a Colombian model of dual training at national level. BIBB is providing advice and support within this process.

Festival Internacional de Cine de Cartagena de Indias (ficci)

The Festival Internacional de Cine de Cartagena de Indias (ficci) is a major event in Colombia which attracts very high numbers of participants. The programme takes place at various locations, and the festival itself extends across the entire city. During the five days of the event, international films are shown and subsequently discussed. Debates involving actors and producers, who speak about the development or contents of their films, are also hosted. In addition to this, there are also meetings which focus on all aspects of the topics of production and marketing.
