Management of Vietnamese Directorate of VET highlights importance of TVET Report as an instrument for policy advice

Within the framework of a trilateral cooperation agreement, BIBB and the Gesellschaft für internationale Zusammenarbeit (GIZ) have provided support to NIVET since 2010 concerning the development of five TVET Reports. The Vice General Director of the Directorate of Vocational Education and Training (DVET) emphasized the importance of an annual TVET Report for Vocational Education and Training (VET) in Vietnam.

The importance of the annual Vietnam Vocational Education and Training Report (TVET Report) as a policy advisory instrument for TVET policy makers was emphasized by Dr. Truong Anh Dung, Vice General Director of the Directorate of Vocational Education and Training (DVET) at a meeting with the National Institute for Vocational Education and Training (NIVET), experts from the German Federal Institute for Vocational Education and Training (BIBB) and experts from the Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) “Programme Reform of TVET in Vietnam” during a week-long mission and coaching session from January 15th-19th, 2018.

Furthermore, Dr Vu Xuan Hung, Director of NIVET, highlighted the important role the TVET Report plays in terms of awareness raising for specific topics. “The TVET Report greatly contributed to enhancing the awareness about the importance of cooperation with the business sector in TVET. Now policy makers take it seriously and the cooperation with the business sector is being integrated into legal stipulations”, he stressed. “This shows that the recommendations given in the TVET reports are crucial for the development of the TVET system in Vietnam.”

In the frame of a Trilateral Cooperation Agreement, BIBB and GIZ have provided extensive support to NIVET since 2010 concerning the development of TVET Reports 2011, 2012, 2013/2014, 2015 and 2016. The TVET Report 2016 will be published in Vietnamese and English in the first half of 2018. The main focus of this trilateral cooperation is capacity development of NIVET researchers in order to improve their research capacities, for example to enhance quality of TVET reporting. Capacity development measures include individual coaching on data collection, data analysis, indicator development and report writing. During the mission of the BIBB experts, Mr Michael Schwarz and Dr. Sandra Liebscher, jointly worked on the finalization of the English TVET Report 2016 and the preparation for TVET Report 2017. Key points for improvement of indicators and content of the TVET Report 2017 were agreed and a checklist for a standardized process of report preparation was developed. Extensive discussions took place on measures for improving the data collection process. Finally, on the basis of the successful partnership, the key elements of the continuation of the trilateral agreement for 2018 and 2019 were agreed upon.
